Oil-based describes a stuff whose main liquid is oil, not water. You meet it most with paint: oil-based paint dries slowly, smells stronger, and will not wash off with water — you often need a special cleaner. Water-based paint is the everyday wall paint that cleans up with water. The same contrast appears with pens, glue, and some skin creams. It is ordinary shop and home-fixing English, a little technical, not slang. It does not mean covered in oil or tasting of oil; it means made with oil as the main substance.
