Oil-based describes a stuff whose main liquid is oil, not water. You meet it most with paint: oil-based paint dries slowly, smells stronger, and will not wash off with water — you often need a special cleaner. Water-based paint is the everyday wall paint that cleans up with water. The same contrast appears with pens, glue, and some skin creams. It is ordinary shop and home-fixing English, a little technical, not slang. It does not mean covered in oil or tasting of oil; it means made with oil as the main substance.
oil-based 指主要的液體是油，不是水。最常見的是油性漆「oil-based paint」，這種漆乾得慢、味道比較重，不能用水洗掉，通常要用專用的清潔劑。相對的是水性漆「water-based paint」，也就是平常刷牆用、可以用水清理的漆。筆、膠水和某些乳霜也有同樣的區別。
這個字是店家和居家修繕的一般用語，有點專業，不是俚語。它不是說東西沾滿了油，也不是有油的味道，而是指主要材料是油。
