If something is off-the-wall, it is very strange or unusual, often in an way. An off-the-wall idea does not follow the normal path. An off-the-wall joke surprises you. The feeling is “that came from nowhere,” not “that is .” Friends use it; a serious report usually will not. It can praise someone for being original, or it can gently say they are a bit too weird. It is informal. It is wilder than : is “not the usual pattern, and rather interesting”; off-the-wall is closer to “that is crazy, in a fun way.” Though actually, if you call a person’s whole manner off-the-wall, it can start to sound less kind. It is not the same as bouncing off the walls, which means full of wild energy, like a child who cannot sit still. Off-the-wall is about the idea or the style, not about running around the room.
