Something off-the-shelf is already made and available to buy as it is. It was not designed for one special customer. You can take the standard version off a shop shelf, or order the standard product, and use it. Offices love this word for tools and software: an off-the-shelf program is a normal one many companies buy, not a custom one built only for you. Shops use it for goods in the same way. It sounds practical, not fancy. Sometimes it is a small complaint: the thing works, but it is not special, and it will not fit an odd need. It sits close to off-the-peg, though actually off-the-peg almost always means clothes, while off-the-shelf is the wider shop-and-factory word. The opposite is custom, bespoke, or tailor-made. An off-the-shelf solution can still be excellent; the phrase only says it was not built around you.
