Off-duty is for people whose jobs come in shifts — police, nurses, soldiers, . When they are off-duty, they are not working that stretch of time: not in uniform, not on that job right now. They are still a police officer or a nurse; the word only talks about this moment. News likes the phrase an off-duty officer, meaning the person was not at work when something happened. The pair is on duty (working the shift) and off-duty. Everyday English, a little neat in newspapers.
off-duty 用在有輪班制度的工作上，像警察、護理師、軍人和消防員。他們在這段時間內不值勤、不穿制服，也不在崗位上。這個詞只說明現在這一刻的狀態，人還是警察或護理師，只是現在不上班。新聞很愛用「an off-duty ＿＿」這個寫法，指事件發生時，那個人並不在工作中，例如「an off-duty officer」，就是一位休假中的警官。
跟它成對的是 on duty，也就是正在值班、正在輪班工作。這是一般英文的說法，在報紙上寫起來顯得比較俐落。
