Ofcom is a UK body that looks after television and radio. If you think a programme was unfair, too rude, or broke the rules, you can write to Ofcom, and they will look into it. They also watch the TV and radio companies, so that one company cannot shut the others out. British people say it as one word, OFF-com, not letter by letter. It is a proper name, so news in other countries still calls it Ofcom. Though actually the same office now also looks after phones and the internet in the UK — a wider job — but the meaning you meet first is still the one about programmes, complaints, and fair play in broadcasting.
