The noughties are the years 2000 to 2009: the decade that starts with a zero, a nought. English already had a habit of naming decades this way — the twenties, the thirties, the eighties. When the 2000s arrived, some people, especially in Britain and Australia, copied that pattern and said the noughties. It is informal and a bit playful; you will see it in newspapers looking back at that decade. Though actually, not everyone liked or used the word. Many people just said the 2000s, and in American English it is less common, because Americans do not say nought for zero as often as British speakers do. It only means that ten-year window, not the whole twenty-first century.
