Notwithstanding means “in spite of” something: this other fact is true, but it does not stop what you are saying. It is a rather formal, written word. You meet it in law, contracts, and careful essays more than in chat. It can sit in more than one place. You can put it first: “Notwithstanding the rain, we walked.” You can put it after the thing, with the same meaning: “The rain notwithstanding, we walked.” That second order feels especially legal and old-fashioned, but it is correct. People also use it like “but still”: “He is young. Notwithstanding, they gave him the job.” Though actually, in everyday speech almost nobody says this. If you want the same idea in normal talk, say despite, even so, or still.

組成not + withstanding. From Middle English notwithstandinge, notwithstondyng, natwithstandyng, equivalent to not + withstanding. There was also a similar old form, notgainstonding, with the same kind of meaning.
