You meet it in business, government, and careful news: notional profits, a notional price, a notional agreement that has not been signed. Though actually, specialists stretch it in two common ways that still sit on the same idea. In money talk, the notional value of a contract is the face amount used for the sums, which can look huge even when little cash changes hands. In grammar, notional agreement means the verb follows the idea of the group (the team are arguing) rather than the strict singular form. In all of these, notional means “in the mind / on paper”, not fake in a nasty way, and not national.
