In grammar, a non-restrictive relative clause adds a fact about someone or something you already know. It does not point to which one you mean. In 'Perry, who is 22, was arrested yesterday,' we already know who Perry is; 'who is 22' is extra news, which is why it sits between . Take the clause out and the sentence still names the same person: 'Perry was arrested yesterday.' The opposite is a restrictive clause, which does the choosing: 'The student who is 22 was arrested' tells you which student, and there are no around it. British often say non-defining (versus defining) relative clause — same idea. Though actually, speakers pause where the would go, but everyday writing is sloppy about this, and American classrooms are stricter than social media. Outside grammar, non-restrictive can just mean 'not tight with rules,' but that use is much rarer.
