    Something non-controversial is not likely to start an argument. A non-controversial plan is one most people can live with. A non-controversial fact is one almost nobody fights about. People use the word when they want to stay safe: pick a non-controversial topic, make a non-controversial comment. Though actually, “not likely” is not “never.” A thing can look non-controversial in one room and blow up in another, or look calm now and become a fight later. It is a calm, slightly formal word. You meet it in news, meetings, and school writing more than in chat with friends.
