People also say it about a small or a little idea that makes you smile. It is informal — fine with friends, a bit light for a serious paper. It is more common in American English, though British speakers use it too. It is not a deep moral word; it praises skill and design, not goodness of heart. Where the first part of the word comes from is honestly not settled.
