Newfangled means recently designed or made — but the speaker does not quite trust it, or does not much like it. An older person might talk about these newfangled phones or some newfangled diet. The word carries a small : too new, a bit , perhaps not as good as the old way. It sounds a little old-fashioned itself, so younger people often use it with a smile, copying a . Do not use it when you want to praise something as modern and clever; the sour note is part of the meaning.
