Negativity is an attitude: looking at a person, a plan, or a day and seeing mostly the bad side, not the good. We talk about someone's negativity when their comments keep pulling the room down — 'that will never work', 'she always messes up'. It names the habit or the mood, not one single bad fact. A person can report a real problem without being full of negativity; negativity is the extra tilt toward gloom. In offices, classrooms, and talk about feelings the word is common. Though actually, people sometimes throw it at anyone who disagrees, which is unfair: saying an idea is weak is not the same as negativity. The word is also used in science for 'being negative' in a technical sense, but the everyday meaning you meet first is this attitude.
