If two people are necking, they kiss for a long time in a close, sexual way — holding each other, often kissing the mouth and the neck. It is informal, and it sounds dated. American English used it a lot in the mid-twentieth century, the way people talk about teenagers in a parked car. Younger speakers today are more likely to say making out. You would not use necking in a school essay or a formal letter. Though actually, builders also use necking for a ring of stone around the top of a column, but that is not this meaning.
