To neaten something is to make it neater — tidier, less messy, more in order. You neaten your hair before a photo. You neaten a pile of papers on a desk. You neaten the edge of a bed or a garden. It is an everyday verb, not a formal one, and it is for small tidying, not for a huge deep clean of a whole house. Though actually, it only comes from the tidy meaning of neat. The other American neat, the one that means 'great' or 'cool', does not make a verb this way: you cannot 'neaten' a party by making it more fun. The forms are ordinary: neatens, neatened, neatening.
