Ne'er means never. It is a : people dropped a sound from the middle of never and put an in to show that something is missing. You will meet it in poems, songs, and speech that is old-fashioned on purpose (“ne'er a one” = not even one). Almost nobody says it in ordinary modern talk except to sound like a ballad, a joke old man, or a dialect that still keeps it. Though actually, once you see the , the meaning is not mysterious — it is just never in fancy clothes.
