In Britain, an MOT is a yearly safety test for a car. After a car is three years old, it must pass this test to show that the brakes, lights, tyres and other parts are still safe to drive. If it fails, you cannot legally use it on the road until it is fixed and tested again. People say “It failed its MOT” or “It’s due for an MOT.” It is everyday British English: a bit official, but every driver knows it. The letters come from Ministry of Transport, the old government office that looked after roads — though actually that office has changed names, and people still just say MOT. Taiwan has its own car checks; those are not called an MOT.
