To mismanage something is to be in charge of it and run it badly. Two conditions have to hold. You must have had real control — of money, a company, a project, a crisis, a piece of land, other people's work. And the way you used that control must have been poor: careless, disorganised, wasteful, or simply wrong-headed. If you had no control, you cannot mismanage; you just suffered. So the word quietly assigns blame. That is its whole job. "The money ran out" says something happened. "The money was mismanaged" says someone did it, and that someone had a duty not to. This is why you find the word so often in the passive — mismanaged funds, a badly mismanaged response, the crisis was mismanaged — the passive lets a writer make the accusation clear while leaving the accused unnamed, which is sometimes caution and sometimes politeness. It is a formal word, at home in news, politics, business reports, and official inquiries. In ordinary speech people say ran it into the ground, made a mess of it, handled it badly. One useful thing to notice: mismanage does not accuse anyone of stealing or of lying. It is the word for incompetence, not for crime. A leader who steals is corrupt; a leader who means well and still wastes everything is mismanaging. Because it stops short of alleging dishonesty, it is a favourite of journalists and lawyers — a serious charge that is much easier to defend.
