Ministerial means “to do with government ministers” — the people at the top of government departments, such as a minister of education or of health. A ministerial meeting is a meeting of those people. A ministerial car is the official car that comes with the job. A ministerial decision is one they make as ministers, not as private persons. It is a formal, news-and-politics word; you will almost never hear it in casual chat. Though actually English minister can also mean a church pastor, and that is a different everyday path. This sense of ministerial stays with government: cabinets, departments, official letters. In Taiwan you can picture 部長 and 部會, not 牧師.

From Middle French ministeriel; minister + -ial.
借自中古法文 ministeriel，就是 minister 加上 -ial。
組成minister (a government minister) + -ial (of or relating to). Borrowed from Middle French ministeriel. It is a doublet of minstrel — same older source, two different English words now.
