Milky describes something that looks or feels like milk — usually a cloudy white or pale color, sometimes also a soft, smooth texture. You can describe a drink as milky when milk has been added to it (milky tea, milky coffee), or describe something as milky white just because of its cloudy pale color, even when there is no real milk involved, like milky skin or a milky sky before rain.
