A midi skirt or midi dress stops about halfway down the lower leg: it covers the knee and ends on the calf, not at the ankle. It is a fashion-shop word, not a formal one, made in the late 1960s to sit beside mini and . Though actually, the same spelling hides other words. French midi means “south” (and also ), so Midi with a capital M can name the south of France. And MIDI in capital letters is a way for keyboards and computers to talk about music. Those are not the skirt.
