If you do something in a measured way, you keep yourself in check. You do not flash with anger, you do not jump, you do not gabble. A measured voice is even. A measured response, in the news, is the kind a careful public person gives: slow, chosen, not wild. It feels a little formal, a little grown-up — walking as if you were counting your steps. Though actually, this is the same spelling as measured in we measured the table, the ordinary past of measure. The careful meaning grew out of that picture: you have taken the measure of what you are doing, so nothing is extra or sudden.
