To masturbate is to give sexual pleasure by touching or rubbing the sexual organs — your own, or another person's. In everyday life the solo meaning is the one people think of first; though actually, English does allow the 'to someone else' meaning as well, which Chinese 自慰 often does not. It is a neutral, grown-up word: doctors, teachers, and health books use it without a joke. Among friends, people may switch to softer, ruder, or slang words, and older speakers may still treat the whole topic as something you should not name. None of that changes the meaning. It is not a crime and not a medical problem by itself; scare stories (that it makes you weak, ill, or 'less of a person') are old and false.
組成English made the verb from the noun masturbation, or from the Latin past form with the ending -ate. Where the Latin verb itself came from is not settled, so a tidy story about the pieces would be a guess.
