A master-at-arms is an officer on a ship who does a job like the police. This person keeps order, looks after safety, and deals with anyone who breaks the ship's rules. Arms here means weapons, not the arms on your body. Long ago, this officer looked after the ship's weapons and made sure people behaved. You meet the title mainly in the navy. It is a job title, so it feels formal. In ordinary words, it is the ship's police.
