In British comedy, Manuel is the Spanish waiter in the old television show Fawlty Towers. He works in a hotel, but he speaks and understands very little English, so he is always asking “Qué?” — Spanish for “What?”. People in the UK still use that as a joke: if they have not understood you, they may put on a lost look and say “Qué?”, as if they were Manuel. The joke only works if the other person knows the show; many younger people do not. It is a running gag about bad English and a very impatient boss, not a dictionary word for “waiter.” Though actually the character is a stereotype, and you would not copy the joke to tease a real Spanish speaker. The name itself is an ordinary Spanish and Portuguese man's name.
