If a person or a job is lowly, they sit low in rank, importance, or social class — not the boss, not famous, not “someone important.” A lowly clerk, lowly beginnings, a lowly position. It is a little old-fashioned and a little story-like. People also use it with a smile, making themselves small on purpose: “I’m just a lowly intern.” It is about social height, not how tall a table is, and not a low price or a low voice. It can be an adverb too (“bowed lowly”), but that use is less common now than simply low.
