You ask a friend, 'What's the lowdown?' when you want the real picture, quickly and without fuss. It is informal, friendly slang, and more American; you would not write it in a formal report. People almost always say the lowdown, with the. Though actually, there is a look-alike: a low-down trick means a mean, dirty trick. That is a different use (an adjective, often with a ).
