Low-lying land is not far above the sea. It is about the height of the ground, not about a person’s height. Farms, towns, and islands on low-lying land can flood when the sea rises or when rain is heavy. News and maps use it: low-lying areas were told to leave. Hills are the other idea. A low-lying place can be beautiful and still in danger. You almost always say it of land, fields, coasts, or areas — not of buildings (those are just “low”) and not of people.
