    A low-cut dress or top is made so the opening at the neck sits far down. You see the neck, and often the top of a woman’s chest. It is about the neck, not about how short the skirt is. People say it of clothes, not of people: a low-cut dress, a low-cut . How low counts as “low” changes with the time, the place, and who is looking — what one room calls normal, another calls too much. In a shop it is a plain describing word. Said with a look, it can sound like a comment on the person wearing it.
