A loss-making product or business does not make money. It costs more than it brings in, so it makes a loss, not a profit. News and company reports use this of shops, airlines, factories, and also of one product line that a company keeps selling even though that line itself loses money — sometimes to keep customers, or because they hope it will turn around. It is a business word, a little formal. You describe a company or a product this way, not a person. The opposite idea is profit-making.
