    A looter is a person who loots: who rushes in and steals things when a place is already in trouble — after a war, a riot, a flood, a blackout — when shops are smashed or homes stand empty and the police are busy. It is not the quiet thief who plans a job. The picture is of taking goods from damaged shops or empty houses while the city is in chaos. News reports use it a lot. It is a serious, ugly word; nobody uses it as a joke about borrowing a pen. The verb is loot; looter is the person who does it. Though actually, games later borrowed loot for the stuff you pick up, and a "looter" in that world is just someone grabbing treasure — a playful stretch of the same word. The news meaning is the dark one.
