When paper or a notebook is loose-leaf, the pages are not sewn or glued in. Each sheet can be taken out or put back — usually through holes, into a ring . School and office people live on this: you add a , pull out last week's notes, move one page to another subject. "Loose-leaf paper" is the pack of hole-punched sheets sold for that. The word is mostly an adjective (a loose-leaf notebook, loose-leaf paper). "Loose" here means not fixed in; "leaf" is the old word for a page of a book — a thin flat thing, like a leaf on a tree. It is ordinary English, not fancy. Though actually, you will also see loose-leaf on tea packets, meaning tea that is not in a bag — that is a different picture. Here we are talking about pages you can move on purpose, not a book falling apart.
