To liveblog is to write about an event while it is still happening, and to post the writing as you go, bit by bit. You do not wait until the end and then write one finished piece. News sites liveblog elections, football matches, court cases, and breaking news: a short update appears, then another, then another. The same word is also a noun for that running page of updates. It is internet English, from the 2000s, informal to neutral. Live here means “happening now”, the same idea as live television, not “alive”. A liveblog is written. A livestream is video or sound as it happens.
