A licensee is someone who has official permission to do something that is not free for everybody. The permission is a licence (British spelling) or a license (American spelling for the noun as well). The licensee is the person who holds it. In Britain the word is very common for the person who holds the licence to sell alcohol in a pub or a shop. In business English it is also the person or company allowed to use a name, a product, or a piece of writing under a contract. It is a legal, slightly stiff noun; in daily talk people more often say the owner of the licence, or simply name the job. Learn it with its pair: the licensor gives the permission; the licensee receives it. If you swap those two, the whole sentence flips.
