A statement is libellous when it is written or published, it is not true, and it could make other people think badly of someone. Newspapers, blogs, and angry posts online all sit in this danger zone. Spoken words are a different old legal word, slander. Though actually, everyday people (and many lawyers now) fold both into the wider idea of hurting someone’s name. Calling a review libellous is a strong claim: in court you usually have to show the words were false and damaging, not just rude. This spelling with two l’s is British; American English libelous. Same meaning.
