In this use, LEP is official school and government language, especially in the United States. It describes a person whose first language is not English and who cannot yet speak, read, or write English well enough for ordinary life in an English-speaking place. You will see it in phrases like LEP student, LEP family, or LEP patient. It is paperwork English, not kind kitchen-table English. Many teachers now prefer English , because LEP puts the stress on what the person cannot do (limited) rather than on the fact that they are learning. The letters stand for Limited English Proficiency, or Limited English Proficient. Other fields use LEP for completely different things; this entry is only the language-skill meaning.
