Leisure can be pictured as time when nobody is waiting for you. Work, study and are not pressing on you; what happens next is yours to decide, and no clock is chasing you. Two things hold at once — the time is empty, and you are free to spend it as you like. That is why leisure carries more than 'being available': it carries the , the permission to take your time.

From Old French leisir 'freedom or permission to do something; spare time', from Latin licere 'to be allowed, be lawful'. Borrowed into English around 1300 meaning 'free time, time at one's disposal'; the phrase 'at leisure' keeps that older sense of acting without haste.
