Legalization is the name for making something legal, so people are allowed to do it — the change itself, or the result of that change. It is a noun, even though it names an action. News talks about the legalization of a drug, of a kind of marriage, or of something a country used to forbid. British English often legalisation with an s. The word names the change in the law, not whether a thing is legal right now (that is closer to legality).
