A lamplighter was a person whose job was to walk the streets at and light the lamps, then put them out in the morning. This was before electric street lights: the lamps burned gas or oil, so someone had to go round with a flame, often on a long pole. The job has almost gone, so you will meet the word in history, old stories, and songs, not in a modern job . It is a person, not a thing. The second half is the same idea as “a lighter” — someone (or something) that lights a flame — but a lamplighter is not the little plastic lighter in your pocket.
