A shoe or boot you close by pulling a lace through holes (or hooks) and tying it — not a slip-on, not a zip, not velcro. Shops say lace-up shoes, lace-up boots; as a noun, a pair of lace-ups means that kind of footwear. Ordinary, slightly descriptive English; shoe shops use it all the time. Though actually the hyphen belongs to the describing word and the noun (lace-up boots, a pair of lace-ups). The verb is usually two words: you lace up your shoes.
