An L-plate is a flat white square with a red letter L on it, which a learner driver in Britain must fix to the car — usually one at the front and one at the back — while they are still learning and have not passed the test. The L stands for learner. Other drivers are meant to give that car extra room. It is a very British everyday object: you meet it in UK road rules, in driving-school ads, and in jokes about new drivers. Taiwan does not use this exact red-L square on private cars in the British way, so the word belongs to British English, films, and tests about UK life, not to Taipei streets. Though actually, people also stretch it: “still on L-plates” can mean you are new at anything, not only driving.
