The Kremlin is the old fortress in the heart of Moscow: thick red walls, towers, palaces, churches, and government buildings inside. In the news, the Kremlin usually means the government of Russia — and before that, the government of the Soviet Union — in the same way people say the White House when they mean the US president's side. Though actually, kremlin as a common noun is just a kind of citadel; other old Russian cities have one too. When we write the Kremlin with a capital K, we mean Moscow's, and very often the people in power who work there. It is a formal news-and-history word.
