Jiggery-pokery is secret, dishonest fiddling that makes a thing look fair, true, or fine when it is not. Someone has been busy behind the curtain: changing the numbers, hiding the real story, dressing up a trick as an honest deal. The word itself sounds like a children’s game, which is part of why British speakers like it — they can say “this was not honest” without using a heavy law word. It is informal, a little old-fashioned, and mostly British. You will meet it in newspapers and from older speakers. Americans usually understand it; they more often say funny business or monkey business. It is a noun. You do not jiggery-pokery someone; you get up to jiggery-pokery, or there is some jiggery-pokery going on.
