Ire is a noun meaning anger — strong anger, the kind that sits in a person or in a crowd. It is a rather old, word. You almost never hear it in ordinary conversation. Writers and news people still use it, especially in set phrases: “draw someone’s ire” (make them angry), “public ire” (a lot of people angry together). It names the feeling itself, not the person, so you say “his ire,” not “he is ire.” Though actually, if you want to talk about everyday anger, angry or anger will sound much more natural; ire puts a slightly grand, old-fashioned coat on the same feeling.
