An Iowan is a person from Iowa — the farming state in the American Midwest that produces a lot of meat, , and beans — or you can use Iowan as an adjective for things from that state: Iowan farms, an Iowan winter. “He is an Iowan” names the person; “Iowan” before a noun describes the place they come from. It is a plain, polite word, not slang and not a joke. It is simply Iowa plus -an, a very ordinary English ending for people and things from a place. Though actually, American state names do not all make a person-word in the same tidy way, so Iowan is one of the regular ones.
