Intoxicated is a more formal way of saying drunk - having drunk too much alcohol so your body and mind don't work normally. Police reports and doctors use this word instead of 'drunk' because it sounds more neutral and technical. There's also a nice figurative use: you can be 'intoxicated' by excitement, love, or success - meaning so by a strong feeling that you're almost not thinking clearly, similar to how alcohol affects you.
