An initiator is the person who first thinks of a plan and then actually starts it. It is a little formal. In everyday talk people more often say the person who started it. You can be the initiator of a school project, a new club, or a change at work. Though actually, you do not need a big title: the shy student who first says “shall we try this?” is the initiator too. The word is almost always about a person, not a thing. It names the starter, not every later .
