An indiscriminate action is done without sorting who or what will be hit, and without stopping to think about the harm. News writers use it for violence that does not separate fighters from ordinary people, or for a chemical sprayed over everything. The heart of the idea is “no choosing”: the person acting does not pick a right target from a wrong one. It is a criticising word in this sense — you are saying the action was careless of the damage. Though actually, the same word is also used more : an indiscriminate reader reads anything; indiscriminate buying means you are not . The serious, harm-facing sense is the one you will meet in the news. It is a formal word.
