Incitement is the act of stirring people up to fight or argue — or the speech, post, or leaflet that does that stirring. It is the noun that sits beside the verb incite. Lawyers and news writers use it constantly: incitement to violence, incitement to racial hatred. The word can name the pushing and, sometimes, the thing that does the pushing. It is formal. At home you would more likely say “He was stirring them up” than “This was incitement.” Though actually, in court the difference matters: saying something ugly is not always a crime, but incitement means you meant to move people to act.
