In-service describes training or study you do while you already have the job, not before you start. Teachers, nurses, and office staff often have in-service days or in-service courses: you still work there, and the workplace (or a course tied to it) teaches you more. It is used a lot in schools and in formal work English. Though actually it is not a general word for “at work.” You would not say “I am in-service” to mean “I am on duty”; you use it about the training, the course, or the day. Put it before a noun: in-service training, in-service programme.
